i would like to know whether a
person can alter his facial features, though only slightly, so as
to make his or her face look less rounded and more longish and
more sharp. Also can a person reduce his or her cheek size and
broadness and how? can u kindly provide details including the
likely cost to be incurred?

yes it is possible to slightly alter the cheeks to make the face more angular and less round. There are various ways to do this, depending on your facial structure and desired results. Options include removing fat through direct excision (cutting out) or liposuction; adding cheek implants, performing a midface lift, or injecting a filler to create the look of cheekbones.
The cost would depend on the procedure.

I would also like to know
whether altering of facial features i.e making them more sharp or
thin and more photogenic through cosmetic surgery is permanent in
nature or only temporary. Is it true that the face would revert
back to its old or pre-surgery shape after some time. Also,
whether there are any facial exercises or creams/medicines which
can help in improving facial features to a significant degree or
even minutely.

The duration of your results will depend on what method is used to alter the shape of your face. There are injectable products like Restylane and Collagen that are temporary, fat transfer which can last for several years in the cheeks, or facial implants which are permanent. There may be other surgical solutions such as a midface or cheek lift to raise the cheeks in which the results would last for 10 years or more, typically.
There are no face creams that I no of that will alter your facial structure. For good skincare, you should always use a sunscreen everyday. You might also want to consider adding a vitamin A containing cream at night like prescription RetinA.
